  • Malaria deaths have increased significantly in South Sudan’s overcrowded IDP camps according to Medecins Sans Frontieres. Malaria cases in Bentiu were 43 times higher in August and September than at the start of the year.

Small and Far Between: Peacekeeping Economies in South Sudan

Abstract

The massive expenditure on UN peacekeeping missions combined with a significant commitment of personnel and infrastructure creates ‘peacekeeping economies’ within host societies. We need to understand when and how peacekeeping economies are created and the kinds of factors that mitigate their occurrence, size and impact. Previous research indicates an overall tendency of UN missions to minimize involvement in host communities’ economies, and considerable variation in the level of economic impact. Especially in insecure environments, the modalities of UN peacekeeping limit the level of economic interaction with host societies. South Sudan is a case in point. Annually about 10,000 people are employed and $1 billion on average spent on peacekeeping in South Sudan. However, at both the macro and micro levels the economic impact of peacekeeping has been overshadowed by the concurrent influx of oil revenue. Oil money has created a boom in the larger towns that dwarfs the impact of peacekeeping activities. The lack of domestic markets and skilled labour reduces opportunities for the missions, and their foreign personnel, to engage in economic transactions with South Sudanese.

PRIO Global Fellow, Luka Biong Deng: ‘Will IGAD Plus deadline have the same fate of IGAD deadlines?’

The IGAD Plus agreed in its first meeting on a document titled “Proposed Compromise Peace Agreement for the Resolution of the Conflict in the Republic of South Sudan” and resolved to share it with the warring parties and other stakeholders as the basis for the next round of peace talks. Besides this document, IGAD Plus came up with a clear timetable to conclude these talks with peace agreement to be signed on 17th August 2015. The question is whether this new deadline of IGAD Plus will have the same fate of the previous deadlines set by IGAD?

The possibility for concluding peace deal by 17th August will largely depend on the reaction of various stakeholders and particularly the warring parties to the proposed agreement. As the warring parties are still studying the proposed agreement, no party rejected the entire document but only raised concerns in some provisions of the proposed agreement. The findings of the recent perception survey conducted by the Centre for Peace and Development Studies (CPDS) at the University of Juba and public reaction survey conducted by Community Empowerment and Progress Organization (CEPO) show the overwhelming support to the proposed peace agreement but with some concerns about certain aspects of the proposed agreement.
